Christopher Phillips is the President & CEO of Phillips Energy Partners a Mineral and Royalty Acquisition Fund with interests in 16 States and thousands of leases throughout the United States. Chris started his mineral business after recognizing the opportunity to build a business out of what was traditionally a byproduct/hobby investment or side investment for those already in the industry. With little transparency or liquidity he found it was one of the few areas in Energy that was still highly fractionated, offered a financial arbitrage without sophisticated and large amounts of devoted capital.
Prior to starting Phillips Royalty Partners (the predecessor of PEP) in 2005 Chris spent 3 years in Dallas with Cornerstone Natural Gas as a trader. Cornerstone was sold to El Paso at which point the founders started Energy Transfer Company now one of the largest MLP pipeline companies. In 1993 he moved to Houston and joined Texla Energy Management. Texla is a natural gas marketing and trading company started in 1991 by Lacy Williams Jr. In the twelve years Chris spent with Texla they grew from 3 employees representing 4 oil and gas companies to 15 employees representing over 300 independent oil and gas producers while moving over half a BCF of gas per day.
Phillips Energy Partners was formed in 2006 with a $5MM investment from the private equity firm Encap Investments. Encap is the leading private equity provider for upstream energy investments with over $7.5 billion under management. PEP achieved 2x and 33% IRR in 18 months on the first fund and since Encap has committed an additional $190 Million of capital to PEP over the last 5 years. Although PEP now owns minerals and royalties throughout the United States the onset of the resource plays has created tremendous opportunity no one could have forecasted 10 years ago. PEP maintains a disciplined strategic portfolio allocation balancing the arbitrage, yield, and future growth to minimize their risk. The fund is anchored with mature long life predictable conventional oil fields in secondary or tertiary phases with growth supported by key footholds in the Eagleford, Permian, Marcellus and Bakken.
Christopher attended the University of Mississippi graduating with a degree in Business and Petroleum Land Management. He currently serves on the Board of Southfield School, The Shreveport Wildcatters and The Betty and Leonard Phillips Deaf Action Center. He and his wife Shannon have been married for 11 year and have 3 children Pierson (8), Betty (6), and Anderson(5) who all attend Southfield and are members of First Methodist Church.
